아파트 계약서 해석 부탁 드립니다. - ASK미국

어머니 계신곳의 노인아파트의 계약서 일부입니다.
3년동안 전기비는 따로 안내고 있었는데
요전에 새로온 아파트메네저가 갑자기 전기를 우리가 직접가입해서 들어야 한다고 합니다.
또 여태까지 아파트에서 내준 밀린 전기비도 내야된다고 하고요. 그래서 밑에
아파트계약서를 메네저 한태 보여줬는데 저랑 해석을 틀리게 하네요.


제질문은:

-저 밑에 $12.00은 전기비(Electricity,Cable) 아닌가요?

(참고로 렌트비 포함 $12.00은 같이내고 있읍니다)

-아님 아파트 메네저말되로 저 밑에 $12.00이  2,3 문장에있는 $650 & water/sewer 관한거고
전기(Electricity)는 포함이안되는 건지요?

     1.   The LANDLORD leases to the TENANT, and the TENANT leases from the

 LANDLORD dwelling unit in the project known as Senior Apartments for a term of one year,

commencing on the 10th day of May, 2019, and ending on the 9th day of May, 2020.

      2.   The total rent (Contract Rent) shall be $650 per month.

      3.   The total rent specified in Paragraph 2, above, shall include the following utilities:

    (If the total rent includes all utilities, enter "ALL" where TENANTS pay some or all utilities,

enter the following additional paragraph as 3a.)

    The total rent stipulated herein does not include the cost of the following utility service(s),

Charges for such service(s) is/are to be paid directly by the TENANT to 
the utility company/companies providing such service(s). If the Utility 
Allowance exceeds the required TENANT's share of the total housing 
expense per HUD-approved schedule and criteria, the LANDLORD shall pay 
the TENANT the amount of such excess on behalf of the Government upon 
receipt of funds from HUD for that purpose.

총 렌트 비 는 $650 이고 상.히수도 세 포함 입니다. 하지만, 전기, 케이블 그리고 전화 비용 은 $12.00 따로 내셔야 할 듯 합니다. 다시 말해, $12.00 은 렌트 비 에 포함 이 안되는 금액 입니다. 혹시 같은 아파트 내 에 한인 분 계시면, 한번 알아보세여. 그 분 들도 이렇게 내는 지.

Allowance 가 $12불이라고 하네요.

정부가 랜로드를 통해서
유틸리티(electricity, cable/phone) 비용을 내 주는 것입니다만
$12불이 초과되는 경우라면 테넌트가 그 비용을 내야합니다.

한편 정부가 제공하는 utility allowance가
각 가정의 자격에 따라 다른데
실지 사용하는 유틸리티 비용을 초과하는 경우라면
그 초과 금액을 랜로드는 테넌트에게 지불하여야 합니다.

일례:
정부가 제공하는 utility allowance: $50불. ? 랜로드에게 가는 돈
실지로 사용한 utility expenses: $40불
랜로드가 테넌트에게 지불해야 하는 돈: $10불

‘NET RENT’ + UTILITY ALLOWANCE = TOTAL TENANT PAYMENT (GROSS RENT)

"After your utility allowance is deducted,
you pay the rest of the rent you owe.

The utility allowance is deducted from the total shelter cost
calculated for the tenant, and
the difference is paid by the tenant as rent.

Utilities and other services are included in gross rent, . . .

The PHA provides a utility allowance to the household
through a reduction in the household’s monthly rent."

each household has a separate account with the utility company and
pays the bill directly to that company"

"Where utilities are tenant-metered,
tenants pay every dollar of their energy bills,
