You do not say if your child is a permanent resident, US citizen, or not. If your child is either green card holder or US citizen, your child can apply for Federal Grant, but not State Grant. Student's parents should be legal state resident for State Grant. if your child is neither green card holder and US citizen, your child cannot apply for Financial Aid at all. Merit Scholarship from college has nothing to do with green card or US citizenship. Merit Scholarships is determined by SAT score, AP classes in high school, high school GPA and grades, and so on.
