Q.Birth Certificate

I have applied for I-90 for replacement Alien Card. I was asked by
USCIS to submit Korean Birth Certificate. Due to disability and other
reasons, I am not able to travel to Korea. Can someone else in Korea provide birth certificate for me? I understand family registry law in Korea have changed since 2008.
Can anyone advise me in this matter?

An agent (representative) can obtain the Ki-Bon-Jeung-Myung-Seo with your notarized power of attorney. The POA should specify personal details of you and the agent (representative).

한국에 계시는 귀하의 직계가족은 귀하를 대신하여 기본증명서(출생일 및 출생지증명서), 가족관계증명서(부모의 인적사항 기재된 서류)를 발급 받을 수 있습니다.

미이민국에서 요구하는 서류는 귀하의 출생일, 출생지 그리고 부모의 인적사항이 기재된 Birth Certificate이기에, 반드시 한국의 기본증명서와 가족관계증명서 두가지 서류를 다 제출해야 합니다. 두가지 서류는 한국에서 굳이 영문번역 공증 받을 필요없고 미국에서 영어능력이 있는 번역자가 영문번역 했슴을 증명하는 확인서를 첨부해야 합니다. 한국에서 번역하게 되면 자칫 영문스펠링의 혼동으로 또 다른 불편이 발생할 수도 있습니다.

만일 한국에 부모형제가 없으신 경우에는 친지에게, 귀하를 대신하여, 상기 두가지 증명서를 한국의 구청에서 발급을 받으라는 "위임장(Power of Attorney)"을 한국영사관에서 공증하여 보내야 합니다. 이 위임장은 특별한 서식이 정해져 있지 않지만,, 한국영사관에 가시면 인쇄된 양식이 비취되어 있기에 내용을 기재하여 영사의 공증을 받아 보내시면 한국의 친지가 귀하의 서류를 발급 받을 수 있습니다.

Dear Yun,
while you are sitting in California, you can get 기본증명서 and 가족관계증명서 from www.dungbon.com or other 증명서발급대행서비스 searched in yahoo.co.kr.
1.They charge fee but most fee is express mailing fee from Korea to your address in USA.
2.They require you to fax or email your passport copy and then you do not need power of attorney.
3. after receiving above 2 documents, translate in English(watch spelling to match your green card and passport) and get confirmation at Korean Consulate.
4.send originals and translated copies including confirmation to USCIS
5.if you move fast, you can finish all in a week
Good luck!
P.S. for fee, ask Korean bank branch in CA how to transfer money to Korean account.
