위의 변호사 선생님의 영어로 된 답변에 많이 놀라셨겠네요. . 가주 법률에 의하면 물론 국제면허증 자체만 가지곤 운전이 안됩니다. 국제 운전 면허는 단순히 귀하의 한국 운전면허증의 '번역' 인 셈이지요. 그러므로 반드시 한국서 받은 한국 면허증을 운전시 소지 해야 합니다. 물론 가주에서 장기 거주시 (10 일 이상 '거주자'가 되었을때, 즉 생활 터전을 이곳 가주에 둠 )는 반드시 가주 면허를 발급 받아야 한다는 규정이 있습니다만 만약에 귀하께서 적발 됬을때 얼른 법원에가서 귀하가 유효한 한국 면허증이 있었다는걸 증명 했으면 별 큰문제가 없었을건데 이미 출두일이 지났다면 빨리 지금이라도 가서 사정하시면 됩니다. 가주 교통 법원은 그리 가혹하지 않습니다. 영어가 부족 하면 영어 잘하는 분과 가서 사정해 보세요. 며칠 지난 정도는 대개 문제 삼지 않더군요. 저도 언어 문제 땜에 이런 경우를 당한 분과 같이 법원가서 통역을 해드려서 다른 큰 벌금없이 해결 되도록 도와 드린적 있습니다.
가주 Vehicle Code (야래) 보면
(a) The following persons may operate a motor vehicle in
this state without obtaining a driver's license under this code:
(1) A nonresident over the age of 18 years having in his or her
immediate possession a valid driver's license issued by a foreign
jurisdiction of which he or she is a resident, except as provided in
Section 12505.
(c) Any person entitled to an exemption under Section 12502,
12503, or 12504 may operate a motor vehicle in this state for not to
exceed 10 days from the date he or she establishes residence in this
state, except that he or she shall obtain a license from the
department upon becoming a resident before being employed for
compensation by another for the purpose of driving a motor vehicle on
the highways.

Unfortunately, you have several problems. First, the internation driver's license you got from Korea is no good. People believe that such license is valid, but it is not accepted in California. Second, because you did not have valid license at the time, you were probably cited for driving without a license, which is a criminal offense. Third, because you did not show up to court on the date stated, you have a failure to appear, which is yet another criminal offense. There is probably a bench warrant for your arrest right now. Of course, that doesn't mean someone will come and arrest you. But it does mean that you may get arrested if you are pulled over by the police on another traffic violation.

What you must do right away is to hire an attorney to go to court and clear your case. It is very much possible to reduce your case to a simple infraction with just a fine.
