If you had a partnership agreement in writing then the agreement should help you decide on what to do. For example, if the website designer is in breach, you can sue him.
However, in your case, it doesn't seem like you had such an agreement. As such, you can still sue him for the content, but it will not be easy to convince a judge or jury that the content belongs to you.
