모든내용을 적어야 도움말씀을 정확하게 받을 수 있을 것같아서 다시한번 긴문장이지만 너그럽게 이해해주시고 해석과 도움말씀을 꼭 부탁드립니다.

다음과같은 편지가 California Unemployment Insurance Appeals Board로부터 왔는데 그의미를 이해할수가 없어 문의와 조언을 받고싶습니다.
저는 EDD에 실업수당신청을 하고 요구서류를 보내면서 깜빡하고 본인의 사진첨부ID를 보내지않아 거절되었고,다시Appeal을 신청한 결과,다른 관할지역인 Inglewood Board로 이관되어 있는 상태입니다.
그러나 저는 얼마전부터 실업수당Check가 오고 있는 상태에서 아래와같은 2페이지의 편지를 받았습니다.해석과 조언을 부탁드립니다.

DECISION DISMISSING APPEAL
The Department issued an action adverse to the appellant.An appeal was filed.Before the hearing was held on the appeal,the Department reversed its position and granted the relief California Code of Regulations,title22,section 5066(e)

Notice to Parties
Board Apeal
If the enclosed decision is unfavorable,you may appeal it to the Caliornia Unemployment Insurance Appeals Board.The board generally will decide the case based on the record of the hearing before the administratve law judge,without a new hearing.

Send your board appeal in writing.You MUST include your name and address,the name and social security number of any claimant who is a party,and your account number if you are an employer.if a representative files your board appeal,it must include the representative's name and address.you MAY include other information such as yor telephone and fax number,your e-mail address,the case number of the administrative law judge's decision,and a brief statement of your reasons.
Sening a timely board appeal is the only requirement to obtain a board review and decision in your cae.You may also request a copy of the record,submit written argument,or apply to submit more evidence.if you do so,it may take more time to process your case.We will send you information about these additional procedures upon request or if a board appeal is filed.

New Hearing Request
If the enclosed decision is unfavorable,AND YOU DID NOT APPEAR IN A HEARING,OR YOU WITHDREW YOUR APPEAL,you may request a new hearing and decision in your case.You MUST make your request,and specify your reasons,in writing.If warranted by your request,a hearing will be scheduled before an administrative law judge who will decide whether there is good casuse to grant your request.

You MUST send your board appeal or hearing request WITHIN 20 CALENDAR DAYS after the enclosed decision was sent to you.Send it to:

If you miss the deadline,you MUST include the reasons for your delay. A late board appeal or new hearing request will be dismissed or denied unless good cause is found for the delay.

Claim Form
If you are the claimant and you are still unemployed or disabled,you MUST file claim form while your case is pending as required by EDD.If you do not have claim form,contact EDD.
