Hello!
First of all, I'm writing in English because my Korean is short. I'm Korean but I lived a long time in South America.
My son received acceptance to UC Berkeley. We live in Texas now. Berkeley sent us a Finacial Aid Award Summary. The letter says that the total award year 2009 is $27,000 approximately and the estimated cost of attendance for non-residents is $50,000.
The amount of $27,000 includes Federal Sttaford loan, Perkins loan, work study, Federal parent loan, Estimated Cal Grant A, Berkeley UG Scholarship. $50,000 - $27,000= $23,000.
My worry is $23,000, the amount that we have to pay.I'm unemployed now and I requested unemployment benefits 15 days ago. For me, it is very difficult to pay $23,000. Please can you tell what can I do ? Can you tell me if I have any other choices? Any help? Are there any ways I should take to receive more financial aid?
My other question is after 2 years in California, the budget will change from non-residents to residents in California?

Sorry that there are not much of what you can do to reduce the cost.

But, if student gets accepted, defers enrollment and moves to California, and works full time, opens bank account in CA, gets Driver's license in CA, gets a new CA license plate for car and parents stop claiming the student as dependent for tax purposes, then your son becomes financially independent, and after living in CA for at least one full year plus a day preceding the residence determination date, he can claim CA residency.

Every student from out of CA needs to do the process.

You can try to get more PLUS loan, too.

Sorry to say this, but why not consider University of Texas(UT) if you are a resident of Texas? UT is one of excellent schools in the US. Going to Berkely is good but when you can't afford it, I am not sure if it is worth the cost.. Remember that "the other $27000" includes a bunch of loans (Sttaford, Perkins, federal parents) that must be paid with interest after your son finishes school. Other than athletic scholarships (football/basketball), there are not that many 'full scholarships" anymore. If the "brand name" of the school is important, why not go to public school like UT and then transfer after 2 years and save tens of thousands of dollars? Honestly, brand name is more important if the student plans go back to Korea to work. As for the second question, I don't think just going to school in CA alone will make him a state resident in two years, unless he establishes residence by working in CA.. Going to school full-time will make it difficult for him to work. You can go to CA to live for at least two years to establish residence for you first. then you might be able to claim your son as dependent.. If I am wrong, someone will point out very quickly.
