It is basically the qualification for GS-13 grade, which requires at least one year of experience at the next lower level (GS-12). As you indicated, you have no record of Federal employment. Thus your answer MUST be No.
Most IT positions on the Federal line don't require a college degree, but it can be a plus when compete with others. The selecting officer mostly look on specific license, certificate, trainings...etc.

There might be other sections you can indicate your 10+ years of IT experience on the pre-formatted questions. Or on your own resume, you can express the significant positions, responsibilities, accomplishments...etc.
