"Summons" is a notice that you've been sued. It appears your credit card company sued you for outstanding balance you owe them. Your choices are to either answer the lawsuit by filing it with the court (filing fee to court alone is about $400), ignoring it and getting a judgment against you, or you may want to consult with an attorney to file bankruptcy since you have other unpaid credit card bills.
Most credit card companies negotiate your balance, but not all and it is uncertain how much you can negotiate it down to. In some cases, it is possible to negotiate down to 10%, but in most cases, it will be much higher amount.
