As the landlord, you are entitled to charge for cleaning and any necessary repair costs that is required. However, you cannot charge the tenant for normal wear and tear. For example, if there was a carpet in teh living room and it is dirty, then you can only charge for cleaing and not to replace it. However, if the same carpet is beyond cleaning and needs to be replaced, then you can charge the tenant.
I would recommend that you take before and after pictures of everything before you do any job.
As for return the balance of the deposit, if any, it must be done within 21 days.
