Q.영주권자 해외출타후 미국 입국시 여권이 필요한가요?

여러 변호사님들께서 영주권자가 미국 밖으로 나갔다가 들어올 때 영주권 카드와 여권이 필요하다고 하셨는데, U.S. Customs and Border Protection 사이트를 보면 영주권자가 미국 입국시 여권은 필요 없다고 되어 있습니다.
여권은 미국입국시 필요한 겻이 아니라 다른 나라에 여행,입국할 때 필요한 것으로 어디선가 읽은 적이 있는데 여러 전문가 님들의 고견을 부탁드립니다.

Q: What Documents Must You Present?
A: A foreign national entering the U.S. is required to present a passport and valid visa issued by a U.S. Consular Official unless they are a citizen of a country eligible for the Visa Waiver Program, a lawful permanent resident of the U.S., or a citizen of Canada. (Visa Waiver Program). A foreign national traveling by air who is a citizen of a country eligible for the Visa Waiver Program must have an approved ESTA and valid passport before traveling to the U.S. (Electronic System for Travel Authorization).
Canadian citizens must present a passport when entering or departing the U.S. by air. Canadian citizens returning home from Canada, Mexico, the Caribbean or Bermuda, by land or sea, will be required to present one of the following travel documents: Passport, Enhanced Driver's License (EDL), Trusted Traveler Card (NEXUS, SENTRI or FAST), or Secure Certificate of Indian Status.
Exceptions:
Exceptions to the requirements include:
• Members of the U.S. Armed Forces on official travel, traveling with a valid U.S. Military identification card and official travel orders.
• U.S. citizen merchant mariners traveling in conjunction with maritime business, with U.S. issued Merchant Mariner document.
• Canadian citizens presenting a NEXUS card at a NEXUS kiosk at pre-clearance Canadian airports.
• U.S. Lawful Permanent Residents are required to present a Permanent Resident Card or other evidence of permanent resident status.
U.S. and Canadian citizen children under age 16 arriving by land or sea from contiguous territory may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad or a Canadian Citizenship Card.
Canadian citizen children under age 19 arriving by land or sea from contiguous territory and traveling with a school group, religious group, social or cultural organization, or sports team, may also present an original or copy of his or her birth certificate, a Consular Report of Birth Abroad, or a Canadian Citizenship Card. Lawful Permanent Residents of the United States
are required to present their permanent resident card (Form I-551) or other valid evidence of permanent residence status.
A passport is not required for entry into the United States.
