You said air is blowing out air but not cold air. In that case, may be you need only freeon ( spell ?)gas for air condition ?
Hire american aircondition guy, tell him you need freeon gas, then follow what the airman want to do.
some air man not honest. but American is afraid of being sued, so quiet honest.
