I have dual citizenship from both a VWP country and a non-VWP country?
If you are flying under the terms of the VWP, with your VWP passport, you must apply for ESTA. If you are using your non-VWP country's passport, you will require a visa and therefore ESTA does not apply to you.

Mandatory Data Elements
With the publication of this PIA, DHS/CBP is notifying the public of new data elements
added to the ESTA application and to the Form I-94W. The mandatory data elements that an
applicant must now complete are indicated by a red asterisk on the ESTA website8 and listed
below. The new data elements are indicated by an (*):
• Family name;
• First (given) name;
• Birth date (day, month, and year);
• Country of birth;
• Sex (male or female);
• Country of citizenship;
• Country where you live;
• Passport number;
• Passport issuing country;
• Passport issuance date (day, month, and year);
• Passport expiration date (day, month, and year);
• Other Names or Aliases;*
• Other Country of Citizenship;*
o If yes, passport number on additional citizenship passport;*
• City of Birth;*
• Home Address;*
• Parents’ Names;*
• Email;*
• Telephone Number;*
• National Identification Number;*
• Current Job Title;*
• Current or Previous Employer Name;*
• Current or Previous Employer Address;*
• Current or Previous Employer Telephone Number;*
• Emergency Point of Contact Information Name;*

따라서, Esta신청시 귀하가 가진 모든 국적(한국,뉴질랜드)의 여권번호와 내용을 모두 기재하도록 강제되어 있으므로, 이를 누락하는 것은 Esta신청요건의 위반이 됩니다. 밝히시는 것이 합법적이고, 따라서 모든 사항을 공개하는 것이 합법적입니다.
다만, 귀하가 이를 신고하지 않았다 하여 그러한 사항이 밝혀지거나 드러날 지 여부는 알 수 없습니다. 귀하가 그러한 방법을 선택하신다면, 그 결과는 운에 맡기거나 테스트 해보시기 바라는 방법이외에는 없습니다.
